Smoking Legislation in Belgium

On 1 January 2006 smoking was prohibited in most workplaces under a 2005 Royal Decree, although separate smoking rooms can be provided. On 1st January 2007, smoking was prohibited in restaurants, although a seperate room can be set aside for smokers providing no food is served in it. Bars larger than 50m2 must provide seperate smoking and smoke-free areas and smoking is still permitted in bars smaller than 50m2. Penalities range from EUR 150 to EUR 1650.

Smoking on public transport vehicles (trams, buses, underground trains) has been prohibited since 1976 and in 2004, the national train company prohibited smoking on all domestic trains.

Prior to the 2005 Royal Decree smoking in cafes, hotels and restaurants was regulated by the Royal Decree of May 15, 1990 (Ministerial Decree of January 2, 1991 and Royal Decree of February 9, 1991) and stipulates that cafes and restaurants that are greater than 50m2 should provide 50% non-smoking areas, which are clearly indicated as such. All cafés and restaurants are also required to have a smoke extraction or air ventilation system. Under the same Royal Decree, smoking in enclosed public places is not permitted, although enclosed premises where foods and/or drinks are offered for consumption are exempt from legislation. Smoking is not permitted in areas that form part of premises where sick or elderly people are cared for; health services are provided; children are admitted; education is provided; shows are performed; exhibits are organized; or sports are practised. This Royal Decree was badly enforced. In 2004, for example, 43% of bars and restaurants did not comply with the legislation. A Royal Decree of February 7, 1997 forbid smoking in places where food products are produced, stored or sold.

From 1st April 2005, Belgian businesses were given the right to require their employees to work longer if they stop for smoking breaks during the working day. Some companies already require smokers to work for 15 minutes longer at the end of the day to make up for lost time.

Activities to Ease You Through the Quitting Smoking Process

Many of us are accustomed to having daily smoking breaks at times of the day when we would, without fail, grab our packs and our lighters and head to an open window! Oftentimes we would look to our cigarette breaks as a chance to get away from the stresses of work or just to have a quiet moment to ourselves.

Just because you have given up cigarettes doesn't mean that you can't enjoy breaks. But now, instead of lighting up, substitute new, healthier alternatives that will give you a similar sense of calm and relaxation.

Here are some of my favorites:

Meditate
Meditation can be a wonderful way to gain control of your mind, especially when it's racing with thoughts of how much you miss smoking and cigarettes. It's incredibly easy to do and can be done anywhere, without any equipment except your own body

Simply sit on the floor in any comfortable position (such as cross-legged). Close your eyes. Attune your ears to the sounds around you, whether it's the noise of the street or the voices of your office colleagues. Now shift focus so that you are listening to the sounds of your breath and your own body. At the same time, concentrate on a mental image that gives you a sense of peace, such as a candle flame, a tree, or cloud. Try to keep your focus centered for at least 10 minutes at a time.

Listen to Music
Music is such an amazing distraction. It's so easy to get lost in a familiar melody, or to be transported by a new song that really speaks to you in some way. In fact, music has an effect on the brain that may be similar to chemical substances but it's all totally natural, of course!

A great tip is to substitute daily music breaks for what used to be your daily smoking breaks. Instead of going outside to puff away, put on a soothing CD or turn the radio on a channel you love. You can use your i-Pod if you are at work, or play it out loud if you are at home. The distraction will keep your mind off cigarettes, and the music will give your body its much-needed dose of relaxation.

Go for a WalkDon' just sit in your office or your living room thinking about how much you wish you had a cigarette right now. Instead, get up and put your body in motion. The physical stimulation will start endorphins coursing through your body. If you can take a stroll outside, do so and pay attention to the sounds of the birds, cars passing by, the color of the flowers in bloom, and so on. The point of this exercise is to get yourself out of your mind and focusing on external things in order to beat the urge to smoke.

Develop New Interests
Try developing new interests or hobbies like gardening or painting. Such things would keep your mind off that urge to smoke. All of us have a certain measure of creativity that often remains untapped. It would be a wonderful thing if you could try working on that creativity. Join a dance class or a drama class. Or you could try learning a new skill like pottery or clay modeling. Try to involve yourself with other people. Do same social work, or try helping out at the local volunteer organizations.

Change your lifestyle by changing your routine. Go swimming, try working out or going to the gym. Be active. Got something you wanted to do but never had the time to do it? NOW is the time. As you distract yourself by changing your lifestyle and developing new interests, you will be amazed at how easy it is to quit smoking!

Such activities make us appreciate the meaning of life in a better way and we will stop to think twice before we waste away this life at the end of a cigarette.

What is Ruyan, the Electronic Cigarette?

Ruyan is an electronic cigarette designed to assist smokers who enjoy smoking but realise the potential dangers and anti-social aspects of second-hand smoke. Passive Smoking Causes Hazard To Oral Health

American researchers in four monthly “Journal of Periodontology” the report said animal experimental results revealed that passive smoking also caused hazard to oral health, then lead to the patients with periodontitis lost cementum.

Researchers in the experiment firstly induced mice suffering from periodontal disease. Then let the first group mice lived in an environment with no smoking. The second group mice lived in an environment with passive smoking which was released from desalination of cigarettes for 30 days. Then the third group mice lived in concentration-type cigarettes environment with passing smoking for 30 days. Cigarettes bias was distinguished by the content level of several major harmful ingredients such as tar, nicotine and carbon monoxide.

The results showed that as long as experimental mice lived in passive smoking environment, no matter cigarette bias, those mice would loss cementum more easily than smoke-free environment. Researchers explained that cementum losing is the reason for patients with periodontitis have tooth shedding.

Researchers point out that there was evidence to prove relevance existing between smoking and gingival diseases. Their research revealed that passive smoking also affects oral health.

e-cigarette Ruyan removed from sale in Belgium

An electric cigarette, Ruyan, sold by a Dutch firm Densom had made 4,000 sales in six months before it was taken off the market. The local health agency decided it was a food product as it contains nicotine. The manufacturer claimed that it was just an alternative for a normal cigarette, not a stop smoking aid.

Densom offer pipes, cigarettes and cigars with no carcinogenic substances, just nicotine (between 6-16 mg). The electric cigarette can be recharged hence saving a smoker costs.

"De elektrische sigaret Ruyan, waarvan in België al minstens 4.000 stuks zijn verkocht door een Nederlandse firma, wordt uit de handel genomen. Dat heeft het Federaal Agentschap voor Geneesmiddelen en Gezondheidsproducten (FAGG) beslist.

De sigaret valt volgens de inspecteurs van het geneesmiddelenagentschap onder een geneesmiddel omdat er nicotine inzit. Geneesmiddelen mogen in ons land echter enkel verkocht worden na een grondig onderzoek en erkenning van het product. De verkoper heeft geen goedkeuring, omdat hij nooit een aanvraag voor erkenning heeft ingediend. Volgens hem is de Ruyansigaret een 'alternatief voor de gewone sigaret' en geen rookstopmiddel.

"Niets van", zegt An Eeckhout van het FAGG, "Zodra er nicotine in zit, valt het onder een geneesmiddel."

De Ruyansigaret werd zes maand geleden bij ons op de markt gebracht door het Nederlandse bedrijf Densom. Het bedrijf voorzag in heel de Benelux filialen op te zetten voor de verkoop. Densom biedt rokers pijpen, sigaretten en sigaren aan zonder kankerverwekkende stoffen, met enkel nicotine (tussen zes en zestien milligram) en waterstof. Daardoor wordt geen rook uitgeademd maar waterstof. De 'elektrische sigaret' is bovendien hervulbaar, waardoor rokers kosten zouden besparen."
